About 13.5 cm stretched. Awwad 2005 measured 271 healthy Jordanian men and reported that figure. It did measure erect length as well, but only in patients with erectile dysfunction, which is not a population anyone should be quoting as a national norm. The claimed 14.2 cm erect therefore has no source at all.
The claim runs 0.70 cm above the measurement, and the two do not measure the same thing: the claim says erect, the study measured stretched. There is no accepted way to convert between them.
What was actually measured in Jordan?
The study design is worth spelling out, because it is a good example of how a careful paper gets misread. Awwad measured a healthy comparison group flaccid and stretched, and a patient group with erectile dysfunction in more detail, including erect. Reporting both is correct practice. Lifting the erect figure out of the patient group and calling it the national average would not be, and lifting a figure that matches neither, which is what the compilation did, is worse.
Two hundred and seventy-one healthy men is a middling sample by the standards of this register: larger than Germany's 143 or Israel's 55, far smaller than Turkey's 2,276 or Egypt's 2,000. It stands behind roughly 4 million adult Jordanian men, which is one of the better ratios in this table purely because Jordan is small.
The stretched figure of 13.5 cm sits close to Iraq's 12.6 cm, Turkey's 13.98 cm and Egypt's 13.84 cm. Four neighbouring countries, four independent clinical studies, all on the same measure, spread across about 1.4 cm. That is roughly the width of the measurement error, and it is also roughly the region's entire apparent variation once the methods match.

What should you take from this?
Jordan's claimed erect figure is not in the study it is attributed to. The stretched figure that is in the study, 13.5 cm, sits comfortably alongside every one of its neighbours once you compare like with like.
That last observation generalises. Wherever this register holds several clinical studies measured the same way in one region, the countries converge. The dramatic differences on the viral map live entirely among the countries with no studies.
