About 14.48 cm erect. Germany is one of a handful of countries where the number everyone repeats matches a study that measured what it says it measured: Schneider 2001 measured erect length in a clinical setting, after stimulation, rather than stretching a flaccid penis and calling the result an erection.
The two land within 0.02 cm of each other, and both are erect measurements. That is as close to correct as this table gets.
What was actually measured in Germany?
Only about a quarter of the world measurement literature ever measures an erection. Cakir 2021 went through 70 studies and found 27.4 % measured erect length, 60 % measured stretched, and 52.7 % measured flaccid. Erections are inconvenient: they need pharmacological induction, or stimulation, or a cooperative volunteer and a warm room. Most departments stretch instead and hope the two are close. Schneider did the inconvenient thing.
The catch is the sample. One hundred and forty-three men is a small study, and it is the reason this entry grades B rather than A. The uncertainty on a mean of 143 draws from a distribution with a standard deviation near 1.7 cm is roughly a quarter of a centimetre either side, which is tight enough to be useful and still nowhere near tight enough to justify ranking Germany against its neighbours to one decimal place.
What makes the German entry worth its place is not the figure but the agreement. A properly measured erect German mean of 14.48 cm, the pooled clinical world figure of 13.12 cm, and the pooled European estimate of 14.12 cm all sit inside about a centimetre and a half of each other. Countries whose claimed figures sit three or four centimetres outside that band are not revealing regional variation. They are revealing their measurement method.

What should you take from this?
Germany is a useful control on this map. When a country is measured properly, it lands close to the world figure. The countries at the top of the ranking are not there because their men are different. They are there because nobody measured them.
If you want to know where you sit, do it against the clinical figure rather than the national one, and read how to measure first. Whether the ruler touches the pubic bone moves your own number by more than the entire claimed gap between Germany and its neighbours.
