The honest answer is that the British figure has been mislabelled rather than invented. Khan 2012 measured 609 men at 14.3 cm, which is exactly the number on the map, but Khan measured stretched penopubic length and the map calls it erect. Those are two different measurements that happen to share a digit.
The two are the same number, but the claim says erect and the study measured stretched. Agreement between two different measurements is a coincidence, not a confirmation.
What was actually measured in United Kingdom?
Penopubic means the ruler is pressed through the fat pad until it meets the pubic bone. Bone-pressed measurements run 1.8 to 2.0 cm longer than the same man measured without pressing, and we know that precisely because two studies measured the same men both ways: 1.81 cm across 778 men in Saudi Arabia, and 2.0 cm in an Egyptian control group. So the British 14.3 cm already contains a couple of centimetres that a non-bone-pressed measurement would not have.
Stretched is the other half of the label problem. Stretching a flaccid penis is a proxy for erect length, and it is a poor one. Reaching true erect length by stretching takes at least 450 g of tension; the force clinicians actually apply averages 428 g. Şengezer measured all three states in the same 200 men and found stretched length predicts erect length with an R² of 65.3 %. Habous had seven andrology specialists measure the same 201 men and found stretched length underestimated erect length by 2.64 cm, with 16 to 27 % variation depending only on which specialist held the ruler.
Put those together and the British entry is a stretched, bone-pressed figure wearing an erect label. It is not a fabricated number, which already puts it ahead of most of this table. It is a real measurement of something other than what the map says it is. Turkey sits in exactly the same position, for exactly the same reason.

What should you take from this?
Britain has a real study behind its number, which makes it grade B, and the number still does not mean what the map says it means. That distinction is most of what this site exists to make.
The practical version: if you measured yourself pressed to the bone, you are reporting the same kind of number as Khan 2012. If you measured from the skin, you are about 2 cm lower on a different scale. The measurement guide covers which one to use and when.
